I mean I (and most people) would consider Joni Mitchell, Joan Baez, Judy Collins, Emmylou Harris, and Joanna Newsom as folk artists. They make folk songs. This song/album is pretty much entirely comprised of electro-pop with acoustic guitars. I do not believe that constitutes this as a folk album/song. Folk songs have entirely different compositions. This is definitely more experimental than what's normally being put out in the pop music world, but it's pop at it's core with possibly a tinge of folk.

American Life (both the album and the song) are considered folktronica. This song is indeed a pop - folk crossover but the folk element is evident. The guitar in this track is folk. We all have our own references regarding genres, but there is something folk about this track. Also, genres are always fluid and pop is probably the most versatile genre since it borrows sounds from everywhere. Many say pop = popular so the distinctivity is less present in pop that in other genres. Moreover, many times the same melody can be used to create songs in different genres, depending on instrumentation/ production.
